Mark Bagby, MS, CEM

President

Mark Bagby, MS, CEM is a nationally recognized and sought out expert in the field of emergency management and mass notification systems after spending 13 years at Washington University in St. Louis leading their emergency management and crisis management programs. He is the President of Emergency Planning Solutions LLC specializing in emergency management, mass notification systems, crisis management, training and exercise design/facilitation.

Mark’s experience as a certified emergency manager, firefighter, a subject matter expert for FEMA and an executive consultant has provided him with invaluable security, crisis management, emergency/mass notification system and emergency management acumen that he has leveraged to drive successful programs for businesses, universities and healthcare systems.

Mark has been recognized multiple times for building comprehensive, multi-modal mass/emergency notification systems such as the CSHEMA’s Solutions at Work Award and ACUTA’s Institutional Excellence Award. His work has been published in both HigherEdTechDecisions and Campus Safety Magazine. He also speaks nationally at conferences and conventions such as the Best Practices in Higher Education Emergency Management Conference, the Campus Safety, Health and Environmental Management Conference and the Center for Campus Fire Safety Conference.

Mark is a subject matter expert for the Federal Emergency Management Agency (FEMA) both as a reviewer of training content and course delivery of their MultiHazard Emergency Management for Higher Ed course, Emergency Management Academy, Emergency Planning for Campus Executives and Integrated Emergency Management Courses.

In 2015, Mark was asked to participate in the National Weather Service’s Hazard Mitigation project that looked at how effective the NWS’s Warnings, Watches and Advisories system is. Sweeping changes were proposed at the workshop and are being reviewed at a national level.

In 2012, Mark enjoyed the privilege of serving on a national task force to help develop guidelines, resources and procedures for institutions of higher education to deal with bomb threats and campus evacuations. Mark also speaks nationally on emergency management best practices, emergency notification systems, emergency communications and emergency planning and consults with many institutions of higher education and companies to help them develop their emergency notification policy/procedure and design their system.

Mark holds a Bachelor of Science degree from Texas A&M University and a Master’s in Biosecurity & Disaster Preparedness from Saint Louis University. He is a Certified Emergency Manager with the International Association of Emergency Managers and the States of IL & MO. He is also a 22-year veteran firefighter holding specialized certificates in hazardous materials response, incident command, building collapse and technical rescue. Mark is also an elected official, overseeing a township of ~10,000 residents in IL.
